I have not seen a technology job that requires the degree to be accredited. Some want cisco certificates etc which you do outside your degree. Have a look at gradconnection, seek etc and filter for IT positions. ACS is not considered important for most of them.

Have a look at the HSC syllabus (avaliable on bostes online). Also consider how your school typically performs at HSC level in Business Studies compared to Economics.

I’d suggest that you go visit both campuses and get a feel for the one that you like more. Most people find Sydney a more interesting place to live in then Canberra to which is something to consider.

Also, note that USYD has normal semesters whilst UNSW currently has Trimesters which are not popular with a lot of the student body.
